The leaders live in Jerusalem, and lots are drawn to move one in ten of the people into the city, while those who offer to go willingly are blessed. The chapter lists the families, priests, Levites, gatekeepers, and singers who settled there, and the towns of Judah and Benjamin where everyone else lived.
